**Role Summary**
- Reporting to the GIS Applications Lead, the GIS Applications Functional Analyst is responsible for support and enhancements of the GIS applications used in Uisce Éireann.
- Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business and the Local Authority user base.
- IT Operations is responsible for operational run activities across Applications, Operational Technology, Service Management, and Infrastructure.
- Applications teams implement, upgrade, and support applications including CC&B, Maximo, Click, Syclo, Middleware, Oracle Financials, GIS, HR specific applications, SharePoint, and Service Now, including those built on the Dynamics 365 platform such as CDS, EIMS, and SIMS.
- Applications teams also support implementation of new applications, working with IT Build & Delivery.

**Main Duties and Responsibilities**
- Ensure availability and smooth running of GIS applications and related services across Irish Water and relevant business partners, including resolution of issues and appropriate escalation
- Perform design, development, modification, and maintenance of GIS systems, working with the Applications Build & Delivery team as appropriate
- Test new and updated GIS functionality, including systems integration testing with other application analysts
- Support the Applications Build & Delivery team with GIS projects through all phases from initiation to completion
- Manage the GIS incident queue on Service Now, including incident reporting and analysis
- Participate as part of the Irish Water GIS Resolver Group
- Maintain GIS environments: Development, Testing, Acceptance, and Production
- Configure and administer GIS Groups
- Define, promote, and enforce strong governance including applications, security, and company standards
- Participate in IT project teams as required and engage with the Project Management Office
- Liaise with business areas including Customer Operations and the Call Centre, Asset Management, and Asset Operations
- Liaise with external resource/service providers such as Ordnance Survey and GeoDirectory
- Develop understanding of business processes and work closely with business areas to develop and implement solutions meeting business requirements
- Adhere to IT development procedures and standards
- Keep abreast of enhancements to the GIS and IT industry
- Provide out-of-hours cover as part of the Standby Rota as required
- Perform other duties as required from time to time

**General Duties and Responsibilities**
- Collaborate with key internal stakeholders across the UÉ business
- Promote and deliver health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives to the highest industry standards
- Support delivery of the Uisce Éireann Transformation Programme, driving results within the Directorate and supporting organisation-wide objectives
- Conduct duties in accordance with Uisce Éireann Information Security policies, standards, processes, and controls to protect confidentiality, integrity, and availability of UÉ business information and delivery of critical services in line with the NIS Directive and other relevant cybersecurity regulations
- Other duties as required

**Knowledge, Skills and Experience**
- Postgraduate qualification in GIS and/or at least three years’ experience in a similar role
- Strong ESRI ArcGIS experience required; knowledge of other related systems advantageous
- Knowledge of spatial datasets (e.g., OSI, GeoDirectory, aerial photography, imagery) is an advantage
- Good knowledge of utilities industry (specifically water)
- Complete understanding of GIS principles and concepts
- Proven ability to build strong working relationships, facilitate work goals, and gain commitment from others
- Excellent analytical skills; ability to identify and analyse problems and improvements, and propose and implement solutions
- Proactively identify areas of learning and apply new knowledge and skills on the job
- Ability to set high standards of performance and deliver desired results
- Strong understanding of IT concepts
- Project management skills are an advantage
- ITIL certification is desirable
- Ability to set up ongoing procedures to collect and review information as needed
- Experience identifying improvement opportunities, generating ideas, and implementing solutions

**Pay Note (as stated)**
- If successful, placement on the salary range will be based on skills and experience.
- The market reference point (midpoint) is generally the upper end of the offer where someone is deemed fully competent, leaving room to progress through the pay range as experience develops.
