**Summary**
Devoteam seeks a **GIS Data Architect** (Esri-focused) to design and lead city-scale spatial data infrastructure for smart-city and
urban-transformation programs. You will architect end-to-end solutions on the ArcGIS ecosystem, enforce data governance and standards,
and integrate platforms to support city-wide operations and decision-making.
**Key Responsibilities**
- Design & implement GIS architecture with Esri: ArcGIS Enterprise, Server, Pro, Online, Hub.
- Build spatial data models, repositories, and services tailored to urban/smart-city objectives.
- Establish governance (metadata, standards, QA/QC) within the Esri environment.
- Integrate ArcGIS with enterprise systems, IoT platforms, and smart-city data hubs.
- Enable urban analytics, infrastructure planning, mobility, and environmental monitoring.
- Publish/maintain REST, feature, and geoprocessing services; automate workflows (ArcPy/ModelBuilder).
- Lead cloud deployments (ArcGIS Enterprise on AWS/Azure) and AGO integrations; enable open data via Hub.
- Partner with data scientists/analysts on digital twins, 3D city models, and operational dashboards.
**Qualifications**
- Bachelor’s/Master’s in GIS/Geoinformatics/Geography/Urban Planning (or related).
- 8+ years GIS architecture & data engineering; 3+ years hands-on across Esri’s ArcGIS suite.
- Strong with enterprise geodatabases (PostgreSQL/PostGIS, Oracle ST_Geometry).
- Automation via Python/ArcPy & ModelBuilder; proven services publishing on ArcGIS Server.
- Familiarity with Esri analytics, 3D GIS, and field mobility (Survey123, Collector, Field Maps).
- Excellent communication; bilingual (EN/AR) desirable; Esri certifications preferred.
- Knowledge of interoperability standards (INSPIRE, ISO 19115).
